Dear Coates,

Radford sent you a copy of the Governor of

Hong Kong's savingram No. 132 with his letter of the 7th December. That savingram mentioned the Expulsion of Undesirables Ordinance 1949 and in view of Mr. Kwok's interest in the Ordinance and the possible objections which might arise if large numbers of Chinese are expelled under its provisions, I think you ought to be given an opportunity of looking at it. I enclose, therefore, a copy of the Governor's despatch on the subject, together with the explanatory request by the Attorney General and our proposed reply.

You will see from these that it is really

"de-population" Ordinance which is to be used in an emergency and visualises a measure of immigration control in reverse in that persons who may be expelled will be persons who would normally be denied entry into the Colony.
